Can you browse the web via wifi in non sim mode?

Hi, I dont own a samsung jet but I am thinking of getting one for test purposes for mobile web development and since I have many phones and few simcards it is important for me that the phone should be able to start up and browse the web over wifi without a sim card inserted, I havent been able to find that info anywhere, it seems there is a non sim mode so I assume it will actually start but Id like to have this confirmed before I get one. Anyone care to chime in ? thanks
